day after three-day meeting of the u.c. board of regents. brian flores joins us live to explain one of the issues on the table, a $4 million marketing plan that was a huge flop. brian? >> reporter: good afternoon, tori. governor brown making a rare appearance today at the urchlts c. regents -- u.c. regents meeting. he would like to see more students getting their education through online courses. the governor making that pitch today during the meeting that was also attended by lieutenant governor gavin newsom. increased online courses was also spearheaded by the u.c. president. he said there are no other ways to get around the traditional methods of education. the governor says the system needs to make the changes. he says that both the u.c. and -- [indiscernible] -- needs to hold the line on tuition and costs and thinks online courses will do that. he says it may even benefit high schools. >> maybe the online expansion can get into the high schools and get kids into math and science and even language and other programs that can get them ready so they'll be part of that pool that co

in charge of online classes at the university of california are scheduled to give a presentation to the uc regents about the lack of success marketing the online classes to nonstudents. the university spent $4.3 million marketing its online classes. hoping to attract tuition from students around the world. but since classes began a year ago, only one person who is not already a uc student has taken the class. uc online classes cost $1400 to $2400. but other universities such as stanford and harvard are offering online classes for free. hundreds of thousands of students have signed up for those classes. >>> uc berkeley is one of the top ten best public college values in the country aid -- according to kiplinger magazine. the magazine looked at admission rates, and other items to come up with the list. ucla is the highest ranking california school. >>> there is a new report suggesting some college co-eds are turning to so-called sugar daddies to help them pay for education. a website shows a 67% increase in the number of female students signing up for the online service. they spend time with

. >>> new this morning, the costs to go to a uc campus won't likely go up next year. uc administrators announced yesterday that governor jerry brown's budget plan appears to provide enough funding to avoid an increase. brown's budget proposal includes an additional $250 million for the uc system. the amount is less than the uc requested, but probably enough to avoid an increase. >>> meanwhile, the brentwood school district may expand a program that puts ipads in elementary schools. officials are looking at expanding the program out to all the district's fourth graders. fourth grade was selected because of larger class sizes and the ability for students to learn independently. officials will hold a meeting january 23rd at edna middle school to determine interest level. >>> mcdonald's is trying something new with its happy meals in england. the fast food chain is pledging to distribute 15 million books instead of toys over the next two years. the program is called the happy readers initiative. the books are nonfiction and explore things like space and marine life. no word if the concept

-dollar development project initiated by students at uc berkeley is underway. students returning to campus could see and hear the big changes on the south side of campus this will make way for a whole new plaza. workers moved into high gear over winter break. the students say they wanted the changes and are looking forward to a new lower sprewell plaza. >> this was initially introduced by students and they taxed themselves to pay for the project. >> the campus paid for half of the project and the students paid for the other half. >> student government and otherrants will be relocated to the echelon hall. >>> if you find yourself in a rocky romantic relationship, it could be related to how much sleep you are getting. the uc berkeley study says people who don't get enough sleep may not be expressing enough gratitude in their romantic relationships. sleepless people tend to be more self-centered and are too tired to express appreciation. expression of gratitude can lead to positive mental thinking and physical benefits. i'm not gonna say anything about my situation. other drivers heading north. researchers from uc berkeley tracked more than 350,000 drivers using cell phone and gps devices and found if 1% of drivers would cancel their trips, traffic would drop by 14%. that means 8 minutes would be saved per hour. traffic ends up congesting quickly once the road's capacity is increased which is why researchers say one small change could make an impact. some drivers are skeptical. >> i don't think there will be a easy fix. i don't think there's a reverse commute anymore because there's people commuting from down here to where i live and then there's people commuting from where i live to down here. it's a hot mess. >> reporter: researchers say the study's findses are significant and could be -- findings are significant and could be helpful. caltrans and others in the industry are studying survey to see if they can install lights at freeway ramps to help space out traffic. you are looking at a live picture of the northbound lanes of 101 where traffic seems to be flowing okay. the southbound lanes are pretty clear. that's the picture out here right now.

the last few years. >> the total average cost of a uc school is now $31,000 a year. state schools are up to $23,000. >> tori, that's a lot of money. >> that's not cheap. >> that's a lot of money. >>> 7:36. sal is coming back. sal, would you say this is the peak of the commute? >> i would say so. as a matter of fact, right now, we do have the traffic getting busy on all levels, almost everywhere you look here. let's start off and take a look at 237. you can see some stop and go traffic, crossing 880 continuing on to 101. you will see slow traffic at the mantague expressway. not a lot of accidents but just a lot of slowing throughout the south bay. moving along and taking a look at the bay bridge toll plaza. we have a 15, 20-minute delay as you drive through. we've been keeping an eye on the livermore valley this morning. it's butcy. we have the maps to show you -- busy. we have the maps to show you that the maps, 680 and 84, i should say, are very slow trying to get down. we've had a couple of minor incidents. if you drive on 680 in pleasanton, give yourself extra time. let's go to steve.

at uc santa cruz raising questions about how big our galaxy really is. they think it may be half as big as other scientists say it is. they are basing that on how slowly the stars of the outer milky way are moving. they say that's one way to measure the size of thal galaxy. they -- of the galaxy. >> smart people. >> i know. >>> also really smart is sal. are we still at the peak hour, sal? >> yeah, we are. this is between 7:00, 7:30, 7:45. that's when we have the most traffic. we're seeing some of that right now as we look at 237 shing -- seeing some slow traffic there, continuing all the way out to 101. most mostly slow traffic. the morning commute will be busy if you are at the toll plaza. westbound once on the bridge looks good. if you are driving on the south bay commute, northbound 87, that crash near 280 has been moved to the shoulder but 280 itself is slow from about 87 to cupertino, let's go to steve. >>> thank you, sal. a very cold morning. a lot of 20s from lake county to the santa cruz mountains. some higher clouds coming in. beautiful sunrise. i think the damage is done here.
